Roger Green
Roger Green is the Certified Federal Surveyor (CFedS) Program Manager. Roger first signed on with the BLM in Washington, DC during the bicentennial year, 1976. That job was with the Eastern States Office working from New York to Minnesota. He graduated from Chemeketa Community College with a degree in Cadastral Surveying. Since then he has worked for the U.S. Forest Service & BLM in 13 states. He is a registered professional surveyor in Oregon, Montana & Arizona; and a Certified Water Rights Examiner in Oregon.
Prior to coming to BLM's National Training Center, Roger was one of the first BLM Indian Lands Surveyors (BILS) serving Indian Country in six states across the upper Midwest. Representing the BILS, Roger has been a member of the CFedS Panel since its inception. He also served for a year as the CFedS Training Coordinator here at NTC.
As the CFedS Program Manager, Roger works with Dennis Mouland on the development and design of the CFedS continuing education training material, and with the CFedS Certification Panel developing and enforcing the administrative guidelines for the program.

Dennis Mouland
Dennis Mouland is the Bureau of Land Management's Cadastral Training Coordinator, managing their cadastral survey educational program at the National Training Center in Phoenix, AZ. He also teaches outreach classes on survey law through the Department of Civil and Architectural Engineering at the University of Wyoming.
He is a registered professional surveyor in Arizona, New Mexico, and Colorado. He has a Bachelor of Arts degree in Organizational Management, and has been in the surveying profession since 1972. His experience is evenly split between the private sector, including his own surveying firm, and federal government employment.
In addition to having over 200 technical articles published in the U.S. and Canada, he was a contributing author to the textbook "The Surveying Handbook", and authored "Ethics for the Professional Surveyor" in 1996, now in its second printing.
